## Key takeaways

- The licence was granted to the new Revolut Global Digital Assets Limited entity.
- Permitted activities cover virtual asset order transmission and execution, custody and staking.
- Revolut will announce target regions and service rollout dates later.

Revolut has secured DLT permission for a new Gibraltar entity supporting its international crypto business. Gibraltar residents can also open accounts in its payments app again.

Revolut has received a Distributed Ledger Technology provider licence from the Gibraltar Financial Services Commission (GFSC) for its newly established Revolut Global Digital Assets Limited (RGDAL) entity. The company’s [October 19 announcement](https://www.revolut.com/news/revolut_receives_crypto_licence_authorisation_in_gibraltar_fueling_further_expansion/) says it will use the permission to expand its international crypto services.

Revolut says it has more than 80 million retail customers and over 16 million crypto users worldwide. Its existing crypto services operate through Revolut Ltd in the UK and through Revolut Digital Assets Europe Ltd under [MiCA](https://kriptometa.com/en/glossary/mica) in the European Economic Area. RGDAL adds a new entity for international expansion alongside those two businesses.

## Permission for orders, custody and staking

The Gibraltar government’s [announcement on the same day](https://www.gibraltar.gov.gi/press-releases/government-of-gibraltar-welcomes-revoluts-full-resumption-of-customer-onboarding-in-gibraltar-and-new-regulatory-permission-7962026-12475) specifies the activities permitted under Part 7 of the Financial Services Act: transmission and execution of virtual asset orders, [virtual asset custody](https://kriptometa.com/en/glossary/custodial-non-custodial-wallet) and [staking](https://kriptometa.com/en/glossary/staking). It does not list supported tokens, staking rates, fees or a timetable for transferring customers to the new entity.

Emil Urmanshin, Revolut’s GM for Crypto & New Bets, said Gibraltar’s supervision supports the company’s global operations as it continues “building trusted and secure crypto services for our international customer base.” Chief Minister Fabian Picardo linked Revolut’s choice of Gibraltar for further crypto expansion to confidence in the territory’s regulatory framework.

The GFSC’s [principles for DLT providers](https://www.fsc.gi/FSC/distributed-ledger-technology-providers#principles) require client assets to be kept separate from a provider’s own assets, clear risk disclosures and [anti-money-laundering controls](https://kriptometa.com/en/glossary/kyc-aml). The framework also covers technology security, adequate financial resources, business continuity and measures against market manipulation.

**Target markets have yet to be named.** Revolut says it will announce the regions and service rollouts supported by RGDAL later. The announcement does not specify a launch in Türkiye.

## Gibraltar account openings have also resumed

Separately, the government confirmed that Gibraltar residents can once again join Revolut’s electronic money and payments app. Trade and Industry Minister Nigel Feetham attributed the progress to discussions with Revolut and the GFSC.

Public broadcaster GBC [reported on October 15](https://x.com/GBCNewsroom/status/2110687567129481669) that new customer onboarding had stopped in May 2023 and that the system was being tested ahead of its return. At that point, Feetham said discussions were continuing and he hoped for a resolution soon.
